Currently, 'the only steady—state of environment is change'. In order to keep on developing, the enterprise must be agile, so as to enforce the flexibility on strategy. Human resource has been the most important property in enterprise, employee flow more frequently, and labor market is more sound. At the same time, Human resource management become humanization, The need of employee is increasingly diversified and complicated, which enforces the enterprise to about flexible management as new human resource strategy to guide the management of employees so that high corporate productivity can be reached. But the study on flexible human resource management is only theoretic;its study should go deeply.As the need of recognition and actuality, this article takes in lots of outcomes of specialists at home and out. On the base of Atkison's model of flexible organization, the author put up the model of flexible human resource management, including flexible system of employee, flexible functions of human resource management and flexible culture of enterprise. According to the value and particularity of human resource, the employee can be compartmentalized into the core employees, peripheral employee and external employees. On the base of the culture of enterprise, the leader of human resource can manage every kind employee by differential measures. As an example, we can see its detailed procedure in A consultation company, which use flexible human resource management. That is to say, performing flexible human resource management in enterprise can not only satisfy the need of deference employee, and motivate the employees, but also can keep on the core competition of enterprise.In a words, the change on the world economy, politics and culture, which influences human resource management deeply, the theory and practice of human resource management is also being faced with long profound change. In 21century,flexible human resource management will be the important trend in the field of human resource management.
