At present time, Agro geology environment investigation is an important content ofthe investigation of resource of the territory of our country. This paper regards the Agrogeology environment investigation of Zhejiang Province, on which the government willspend 43,000,000 yuan. It studied the technology assessment and social assessment forcommonweal projects, and then it appraised the effect of the Agro geology environment ofZhejiang Province.The article defined the definition and category of the public welfare project at first,then it analysed the particularities of how to appraise the effect of this kind of projects. Itpointed out that the Agro geology environment investigation of Zhejiang Province is akind of investigative commonweal project and the appraisal of this project should followthe demands of public welfare projects. Afterward, the paper reviewed the developinghistory and current situations of project assessment. Then it introduced the concept,characteristics, main appraisal methods and evaluation index system of technologyassessment and social assessment separately.
