With the opening up of telecommunications market and the competition,the get-back rate of telecommunications operation executives' investment is approaching to the average profit level in society.In order to gain advantages in competition,it is necessary for operation executives to alter their investment models from being extensive to being intensive.In developed countries,governments(e.g.the USA), international olganizations(e.g.the World Bank) and companies(e.g.the German Bank),all take after-assessing investment projects as an important way for them to enhance investment management,increasing efficiency of capital and stock value.As social marketing economics develops rapidly and reform of investing system goes deeper,the market mechanism restrains investment more and more,hence the necessity of after-assessing large-scale investment projects.According to data published by the Hong Kong Stock Exchange,as of December 31,2007,China Mobile Communications Group,the total number of users reaching 36,933.9 million,a net increase of the number of users throughout the year to reach 6,810.7 million,a net increase of the average monthly more than 5,670,000 users.Developed eastern region continued to grow,the market potential for the development of the central region and the results are remarkable,the momentum of the accelerated development of the western region is obviously,continue to expand the overall size of the user.As of the end of 2007,China Mobile's market share is about 69.3 percent,continue to maintain market leadership.In order to maintain market share and leading position,it must have a complete network,with a full range of mobile communications services.This is an inevitable requirement for China Mobile to increase infrastructure to meet growing customer demand for the network.China Mobile is also expands the scale of construction every year.Infrastructure investment is also increasing.In addition to new investments, there is still a considerable part of the expenditure for capital expenditure to increase coverage.As in March 2008 the integration of communications operators,China Mobile Group and China TieTong was reorganized.With the issuance of three 3G operator licenses,China Mobile is facing new challenges and competition.As we all know, China Mobile's 3G network used China's own TD-developed technology,the construction of 3G networks is bound to be innovative.2008,China Mobile has built its experimental network in 10 capital city such as Beijing and Shenyang.3G mobile phones has been test during 2008 Olympics.3G network construction in 2009 is in full swing.As opposed to the other two operators,China Mobile's 3G network construction project management are bound to be faced with new problems,how to use project after-assessment mode appropriately,constructing a suitable after-assessment index system to the assessment of investment,carried out to validate the project feasibility,study for the determination of investment decisions,reduce investment costs and project operating costs,it is the purpose of this paper lies.Based upon the theory of after-assessment,this paper studies project after-assessment thoroughly,introducing its definition,means,principles and enclosures,analyzing its differences and relations with before-and during-assessment and the necessity of after-assessment in real work.Especially this paper includes the specific introduction of its comparing methodology and logic framework methodology. Also it puts forward constructing key indexes,with another point on after-assessment report,including its first assessment of projects,assessment of execution,project effect and profit assessment,project consecutive assessment and project conclusion. Finally,the writer spends more effort on the after-assessment report on Dalian Changhai microwave transmission network engineering project.In general,this report integrates theory with practice,adopts after-assessment theories to produce a all-sides report.In the assessment,economic index system is built up to explain the realistic meaning of after-assessment.However,the paper also points out the problems of after-assessment and how to solve these problems.It offers some advice as constructing complete telecommunications after-assessment system,particularly the feedback system,which are more realistic and offers reference for future work.This article is divided into four chapters.The first chapter is the introduction part of the article,mainly introduced the background and significance of the research,the history and development of project after-assessment of the Communication engineering construction,as well as the purpose and content of project after-assessment,which leads to the relevant basic theory of project after-assessment.The second chapter is related to the research component of the theory of project after-assessment.In this section,there gives a detailed introduction to the concept of project after-assessment,the five characteristics and the seven principles of project after-assessment introduce the form and the scope of project after-assessment. Focused on the three methods of project after-assessment,and make a study on contrast,the logic of the framework of law,success-degree method in depth.Based on this theory,put the primary means into the process of communication project assessment,and give a economic assessment of the project after-assessment of communication Engineering to determine the economic assessment index system.
