Human resources Outsourcing is through develops the coordination with the enterprise which each link moves and achieve the best operational performance, thereby enhancing the performance of the enterprise business.Therefore, human resources outsourcing serves effective with the person characteristic property such as bringing down cost , strengthening the enterprise core competition having become important one commerce measure that more and more many enterprise adopts. The well-known American Duroc management scholars once predicted that,"In 10 to 15 years within, in any enterprise only makes the backstage support but not to create the turnover the work all to be outsourced."This thesis based on the theory of outsourcing, human resources outsourcing theory and the basis of its support of the theory, such as core competencies, the transaction cost theory, strategic management theory,In view of the current Daqi-ng engineering company (abbreviation"engineering company") the status of human resources management, in particular human resources outsourcing situation has been demonstrated its strong advantages and the problems, according to these problems brief analysis of the reasons for it; In order to solve the human resources outsourcing these questions, mainly from the goals, principles, content and the implementation process four aspects has constructed the human resources outsourcing management system, like this is helpful centralizes the resources, focusing core ability, enhances the efficiency, detains the outstanding staff, reduces the cost and so on;Finally proposes the implementation countermeasure and the suggestion from the engineering firm interior and exterior two aspects. Through this thesis can help engineering company and other enterprises to implement effective human resource outsourcing the certain model significance.
