The rural surplus labor transfer to non-agricultural industries is an inevitable law of the development of economy and society, and an inevitable trend of realizing industrialization and modernization in our country. The rural surplus labor transfer is a key issue, which will make much difference whether full construction of a well-off society and modernization can realize. It is too an issue of strategic and overall importance to the social stability and the society progress in our country. What is more, it is an important task demanding prompt solution. Therefore no matter from the section of the development of economy and society or the section of the academic research, we must attach great importance to the issue.There are five parts in this paper:The first part starts with the concept of the rural surplus labor and describes the present conditions. In addition, it points out the important significance.The second part introduces some theory and success experiences relevant to the rural surplus labor transfer in the word in order to help our country solve this problem better.The third part analyzes the present conditions of the rural surplus labor transfer, including the condition, basic traits, trends of the rural surplus labor transfer and the influence made on the society.The forth part probes the causes of the rural surplus labor transfer and studies on some factors which can influence the rural surplus labor transfer.The fifth part puts forward some effective advice and countermeasures which both have theory value and practical significance based on the rational analysis and real conditions in our country, in order to solve the problem of the rural surplus labor transfer.
