The Government Behavior Research On Sustainable Development Of Resource Driven City

Resource driven cities are the important department of our country's city economy, districteconomy and even the whole national economy;meanwhile they are the main supplying areasof the natural resources and material needed by the nation's economy construction. Because ofthe influence and driving of resource driven cities improved the structure of our country'sdistrict economy and promoted its corresponded developing, the resource driven cities take therole of "improving pole" in the development of the district economy. But, because naturalresources especially the mine resources are not reproducible and have the advantage reducingcharacter, during the exploiting of the resource the initiate resource advantages of resourcedriven cities will disappear gradually. Thereby, the industry associated with resource can beseriously restricted and it brings economic depression. How to avoid the decline of ourcountry's resource driven cities because of the resource's drying up in a loon time is animportant task in the sustainable development of resource driven cities.The development of resource driven cities are influenced by the actuality and future trendof multi-factors such as economy, social, environment and resource. The complexitiesdetermined that the government is the main force for promoting the development of resourcedriven cities. Firstly, the sustainable development of our country's resource driven cities;secondly, the main function of government was explained and the fuzzy evaluation model of thegovernment performance was developed;thirdly, the experience in making policies forsustainable development of resource driven cities of Kyushu in Japan, Ruhr in German,Lorraine in France, Houston in America and Baku in Russia was studied deeply;at last,combining the theory study in and out of China, taking Daqing city for example, thedemonstrational analyze and policy advices were given.
