Study On Assessment Of Sustainable Development Abilities Of Resource-based City

Resource-based city relies on kinds of mineral resources and prospered, and also wellbe declined or recovered because of the depletion of resources. Now, in the face of thesituation that mineral resource gradually dried, the sustainable development of resource-basedcity becomes a major problem of the world economy. These cities have made importantcontributions to China’s economic development, absorbed a large number of surplus labors,and promoted the city‘s rapid economic and social development. At present, with theexploitation of mineral, many resource-based cities are facing economic decline,environmental pollution, welfare decreases and so on. How to do the economic transition ofresource-based city and realize sustainable development have become the hot issues that theacademic, political and other related professionals concerned about. Thus, it is very importantthat the evaluation of sustainable development capacity in resource-based cities to promptcites’sustainable development.First of all, papers has summarized the related concepts and theories of theresource-based city and the sustainable development, and profiled our country resource cities’development situation and problems. On this foundation, the sustainable development abilityof resource-based cities can be defined, and divided into economic competition ability,resource utilizing ability, the ability of environmental protection, science and technologyability and the ability of social support. Then with the sustainable development ability ofresource-based cities as the criterion layer, and to be quantitative research, sustainabledevelopment ability index system in China resource-based cities will be established. To takeFushun Liaoning province as example, using the concept of entropy mentions to evaluate thesustainable development ability of Fushun from2000to2011, we can draw conclusions thatresource utilizing ability is in a flat level, and environmental support ability was obviouslydecreased, the other three aspects abilities shows sustained growth. Collectively sustainabledevelopment ability in Fushun city was wavering up, can maintain the sustainable development of Fushun city. Finally, from enhancing economic competition ability, resourceutilizing ability, the ability of environmental protection, science and technology ability andthe ability of social support, several suggestions were proposed for enhancing the sustainabledevelopment abilities.
