As market competition intensifying, the product upgrading speeding up, technical innovation accelerating and the developing of market globalization, enterprises are faced with growing crisis of survival, not a enterprise in the short term to have all the resources for a business opportunity, so there is a urgent need for a new mode of operation to adapt to this change, facilitate enterprises to make rapid response to changing and unpredictable market demand and produce high-quality products quickly. Business outsourcing can be an effective way to resolve these issues. Enterprises in the internal resource constraints, to achieve greater competitive advantage, only to retain their most competitive advantage core business, and transferred the non-core activities to other capabilities enterprises and organizations, integration of the best use of its external professional resources, thereby lowering costs, improving efficiency, give full play to its own core competitiveness of enterprises and enhance their adaptability to the environment quickly. With the in-depth development of the social division of labor, this new type of business management outsourcing model is increasingly being theorists and business concerns.But as a relatively new management model, the research to outsourcing is still in qualitative research and initial stage, no systematic theoretical and methodological guidelines for its in-depth search and evaluation. Therefore, this article is directed at the current reality that the outsourcing theory not very mature , close connection with the research and development of outsourcing in domestic and foreign , make fully use of research results and related basic theory, conduct in-depth study related to the outsourcing decision-making and the methods and steps to outsourcing strategy , aimed at giving reference and help to the establishment and implementation of outsourcing strategy of enterprises.This article first analyzed the definition , characteristics and trends of outsourcing, and then analyzed its strategic significance and negative impact on business management from the background and causes of starting outsourcing;Then stated the rationale of outsourcing decision-making from the perspective of transaction costs theory and core capabilities theory ,and on the basis of analyzing enterprises strategic objectives and core competitiveness, through the establishment of outsourcing 3D model, the use of qualitative research methods from the core competitiveness, assets dedicated sexual and technology perspective, made decision to the business plansfor outsourcing;Then through the analysis of the main factors affecting the choice of the contractor, established outsourcing supplier evaluation indices and gave integrated assessment to outsourcing suppliers through AHP, used to select the suitable suppliers;Finally analyzed certain risks existing in implementation of the outsourcing process and proposed corresponding solutions and management measures.
