Since 1980s, most of the companies in the developed world, whatever their size, tended to focus on their key strategic business and subcontract or sell all the business which were irrelevant to these business.In this paper the author describes the history of MNEs and the development of the global supply chain. Industrial subcontracting causes cost reduction, quality improvement and competitiveness upgrade. The author further analyzes the current situation of industrial subcontracting in China, studies the feasibility of this programme, and gives out the process of industrial subcontracting for SMEs' reference.In the end some suggestions on law restructure, information network construction, human resource and credit building come out for reference and discussion.
