Recently, worldwide sudden incidents occurred frequently, so how to expand theemergency management efficiently becomes one of the biggest challenges of the governmentand organizations. In front of emergency disasters, if logistics activities cannot responserapidly, cannot reach the best rescue opportunity, will be sure causes huge threat to lives andproperty safety, the community be also impacted. Therefore, it is vital to identify andevaluation risk factors in emergency logistics management.In this thesis, first of all, the risk theory of emergency logistics system is summarized.Secondly, on the basis of the Supply-Chain Operations Reference-model, combined with thecharacteristics of emergency logistics system, the modified SCOR is proposed, andinfluencing factors of emergency logistics risk are recognized according to the modifiedSCOR; Rejecting factors that not influence emergency logistics by using the confirmatoryfactor analysis method, and providing index system for risk evaluation of emergency logistics.Thirdly, the basic principle of the interval number combined with matter-element extension,constructing the fuzzy matter-element extension model based on interval number andobtaining the importance sorting of risk factors of emergency logistics. Finally, the result ofthe data analysis proves that the identification of emergency logistics risk identification modelbased on SCOR, which is well grounded in theory and practice. And it is feasible andapplicable to evaluate risk of emergency logistics by fuzzy analytic hierarchy process basedon interval number in the actual risk decision.In this thesis, by recognizing and evaluating the risk of emergency logistics, the purposeis to provide the theoretical basis for prevention and emergency management of emergencylogistics risk.
