Since David Chaum proposed the concept of Electronic cash (E-cash), it hasbeen studied thoroughly, which is an important Electronic payment tool. E-cash isunpractical because of many reasons although there are a lot of e-cash schemes now. This paper researches the concept and characters of e-cash, reviews the developmentof e-cash, analyses the pattern of payment, basic technology and several e-cashschemes. One of the shortcomings is that the interest of e-cash between drawing andconsuming will not be paid by bank. So customers will lose the interest. In view ofthis situation, an off-line interest countable electronic cash scheme is proposed in thispaper based on the off-line e-cash system of Stefan Brands. The e-cash's interest canbe counted from the time of customers drawing to paying in the scheme. An off-lineinterest countable electronic cash scheme can avoid the loss of interest. Thecommunication cost is reduced because that this scheme accomplishes the process ofpayment in the condition of off-line. And it raises the efficiency. Through theresearches of e-cash's basic theory and the off-line interest countable electronic cashscheme, we wish e-cash would be more practical and be approved by people. And thisscheme may push the development of e-cash forward.
