Research On Establishing Indicator System And Evaluating Of Agricultural Modernization In Hebei Province

Realizing agricultural modernization is our country significant strategic target in the first five decades of the 21st century. In 2001,The 6^st Session of Hebei Province Committee of CPC proposed strategic plan "the regions which have the condition take the lead in realizing agricultural modernization basically in ten or twenty years". Therefore it has vital significance to establish agricultural modernization indicator system and evaluate agricultural modernization level in Hebei province. Agricultural modernization has rich connotation, its standards are agricultural infrastructure modernization, agricultural production method modernization, agricultural science and techniques modernization, agricultural management industrialization, agricultural worker modernization, agricultural resources and environment modernization, the farmer lives and consumption modernization;According to agricultural modernization connotation and standard, this article established indicator system of agricultural modernization in Hebei province. It has two levels, the first level of indicators have five indicators, they are: social and economic development level, agricultural input level, agricultural synthetical output level, farmer living standard, agricultural ecological environment quality. Second level of indicators have fifteen;Then, this article determined the target value of each second level of indicators in 2020 according to the Report of the 16th Session of the Central Committee of CPC and Hebei Province related document;In weighing each indicator, it used the subjective method of AHP and the projective method of variance coefficients;In the evaluation criteria, agricultural modernization is divided into five stages: preparatory stage, starting stage, preliminary realization stage, the basic realization stage and complete realizing stage. After establishing indicator system and choosing evaluating method, it carried on analysis to agricultural modernization level of Hebei Province. First all, it evaluated overall agricultural modernization level using the method of synthetic index and using 1991-2004 year Hebei Province's statistical data, According to the evaluation criteria, Hebei Province agricultural modernization was at preliminary realization stage in 2004. Five first level indicators' scores from high to low are in turn: farmer living standard, agricultural ecological environment quality, agricultural input level, social and economy development level, agricultural synthetical output level. The result indicates that economicpotentiality of Hebei Province is weak, one serious problem of agriculture is high input but low output. Basing on the result of the method of synthetic index, it forecasted that some development areas in Hebei Province will be in basic realization stage of agricultural modernization in 2020;Nextly, area agricultural modernization level of 11 regions in 2004 are given using the method of synthetic index. Shijiazhuang was in basic realization stage, Tangshan, Langfang, Qinhangdao and Handan were in preliminary realization stage ,Baoding, Xingtai, Hengshui, Cangzhou and Chende were in starting stage, Zhangjiakou was in preparatory stage. Finally,it used the method of fuzzy integrative appraisal to evaluate agricultural modernization of 11 regions .The result is similar to the result of the method of synthetic index. The difference of agricultural modernization horizontal among 11 regions is very big. In last part of the article, it proposed several countermeasures to quicken Hebei Province agricultural modernization advancement: First expanding land management scale, strengthening infrastructure construction, depending upon the advance in technology and enhancing the farmer quality. Nextly, adjusting agricultural industrial structure and rural economy structure, developing agricultural management industrialization, speeding up countryside urbanization step. In addition, agricultural ecological environment should be protected.
