Study On Investment Risk Management Of The Urban Flood Control BT Project Of Hengyang East Railway Station Of Hunan Water Conservancy Investment Corporation

Water conservancy is an important part of the social infrastructure,which is related to the overall situation of economic and social development.BT mode has been widely used in the construction of the public welfare water conservancy,which not only solve the problem of construction funds and management of water conservancy projects,but also open up a new investment field for social capital.For the investors,the effective management and control of project investment risk is particularly important under the conditions of the project benefit.This paper considers investment risk of the BT project for urban flood control beside Hengyang East Railway Station as the research object,from the perspective of investors,which focus on project investment risk identification,risk assessment and risk response and monitoring.The author firstly introduces the overview of the project investment,and analyzes investment environment and investment income of the project,then,uses Delphy method to identify the investment risk of the project.Secondly,the author uses qualitative analysis and AHP method to analyze the project investment risk,come to the investment risk possibility-severity of the matrix,and conclude the investment risk level.Finally,the author shares the investment risk according to the risk-sharing principles as the participant who can gain more risk-return at the expense of lesser risk cost,risk loss and risk probability should bear the risk,formulates the overall response strategies and specific response measures according to the risk strategy selection map,and puts forword the specific monitoring measures of the investment risk.This paper shows that the investment risk of the project includes the risk of financing amount,the risk of financing costs,the risk of construction costs,the risk of construction safety,the risk of project quality,the risk of project delay,the credit risk of the owner and the financial risk of the owner.The risk of financing amount,the credit risk of the owner and the financial risk of the owner are the major risk;the risk of financing cost,the risk of construction costs,the risk of construction safety,the risk of project quality,the risk of project delay as the moderate risk;the risk of financing cost is the general risk.The investors should bear the risk of project financing and repurchase,the constructor shall bear the risk of construction,then on the base of these,participants should respond to and monitor the risk.The research methods and conclusions of this paper can be used as reference for similar projects.
