In our country, the state-run farm is a special unit in the planned economy system, having the Chinese socialism property and being large agriculture business enterprise owned by all the people, its producing material and the labor products owning to our country. With the propulsion of urbanization, state-run agriculture lands located in some city edges was turned into constructed lands, but there exist many problems about the setting and compensate to those fanners who lose the lands. This paper analyzed and concluded these problems about the setting and compensation to those fanners losing lands in the state-run farm farmland, based on the investigation data of the state-run farm in the DONGXIHU district of Wuhan City about the setting and compensation problems towards losing lands' peasant household. And we try to put forward some valid measures and suggestions to resolve these problems.The main point of the paper is: The state-run farmers losing the lands are placed in the obvious inferior status in the setting and compensation which are not equal to treatments the unemployed workers possessed, nor equal to the treatments general farmers losing lands possessed. Because our country have not corresponding laws or policy, theirs benefit can't get the valid protection from the laws. In order to validly protect the benefit of the state-run fanners losing the lands, in addition to build up the perfect law and policy systems, we must explicit the ingredient of the fanners losing lands and define theirs status about compensations, and link the farmer' status of compensations with various policies. So do this, theirs compensations have the law and policy protection.This paper includes five constituted parts. The first part is an introduction. In this part, we mainly introduce the related background, domestic and international researches and corresponding theories, and define two concepts about lands turn and lands expropriation. The second part describes the phenomenon of the setting and compensations of the state-run farm farmers losing lands in the DONGXIHU district of Wuhan City.The third part concludes many problems about setting and compensations of the state-run farm fanners losing lands, according to the investigation data of the state-run farm in the DONGXIHU district of Wuhan City. In this part, we conceitedlydescript the ways about setting and compensations by making use of table or chart, and correctly conclude that, to state-run farmers losing lands, the life condition at present is inferior to that in the past. In the fouth part, we analyzed various reasons about living condition worsen, and point out that the main reason is the law and policy lack or not perfect. In the last part, we put forward a series of valid measures and suggestions to resolve those problems about the setting and compensations of the state-run farm fanners losing lands.The creative of this paper lies in firstly paying attention to a phenomenon, the state-run losing lands farmers live, concludes many problems about setting and compensations of the state-run farm fanners losing, analysizes the reasons which result to these problems, and put forward a series of valid measures and suggestions to resolve those problems about the setting and compensations of the state-run farm fanners losing land.Of course, this paper exist some drawbacks. For example, the research is individual cases based on one district' farms, the state-run farm in the DONGXIHU district of Wuhan City. So we must investigate much more districts' state-run farms, and expect to get much more data and put forward more perfect measures and suggestions to resolve those problems about the setting and compensations of the state-run farm farmers losing land.
