Research On The Social Security System Of China Land-Losing Peasants In The Process Of Modernization

Since reformation and opening, with the acceleration of Chinese modernization,a large number of rural collective land is expropriated, and produce a great deal of land-losing peasants. The reasons of illegibility of land ownership relation,status quo of dual economic and social structure, imperfection of law and regulation,lead to the peasants not only lose their lands,but also lose a series of rights attached to the land, such as economic right, political right and right social rights,and so on. The land security function is gradually disappearing, and other forms of social security has yet to be established.The and-losing peasants are facing a series of problems. This has led to a number of experts and scholars,the high degree of concern.This article mainly takes China modernization process as the research background and takes city and countryside dual structure as analysis frame. Through the comparison analytic method, it analyzes the reason why domestic and foreignfarmers loses their land and the difference of safeguard solution and also absorbs the overseas developed countries' advanced experience for the farmer social security, and it proposes, under the safeguards system in the city and countryside dual society, that the land trades the safeguard is a practical way to solve the social security question of the land-losing peasants. Through historical analytic method, it analyzes the ationality and the necessity of each kind of land expropriation and compensation placement since the founding of the nation. And it also analyzes its malpractice under market economy condition, and to adapt the market economy in the new time, it proposes the placement pattern to protect the land-losing peasants. Through empirical analysis, it profits from the domestic developed area' social security procedure for the land-losing peasants.Through the empirical analysis of Guangxi, it proposes some specific measures to improve the social security of the land-losing peasant.
