The circular economy runs through the request of Chinese government about the construction of industrial park. "The Opinions of State Council on Accelerating the Development of Circular Economy", "The'11th Five-Year Plan'of Science and Technology Development Planning of Yunnan Province" and "The Study of Circular Economy Development Strategy of Yunnan Province", all of them attached great importance to the building of circular economy. The circular economy is a systemic engineering, eco-industry or industrial ecology is its ultimate goal and the most advanced form. At this stage, energy saving and emission reduction, comprehensive utilization of resources are the most important measures and targets of circular economy.Chuxiong Economic and Technological Development Zone is the first pilot industrial park of circular economy of Yunnan Province. So carrying out circular economy construction and building new green industrial park is a priority to Chuxiong Economic and Technological Development Zone.Chuxiong Economic and Technological Development Zone is an integrated industrial park with the main industrial clusters of chemical and metallurgical materials and mechanical processing, and other supporting industries. From the circular economic point, the study and analysis of the existing industries revealed the following major issues:cleaner production level is imperfect, a low comprehensive utilization rate of resources and not enough to extend the industrial chain.From the key enterprises, Chuxiong smelt factory of Yunnan Xinhui non-ferrous metals Co., Ltd is the most important enterprise. The smelter's solid waste disposal and use of the product sulfuric acid is the key about the entire park can cycle or not. There are inadequate use of new technologies and new materials, and lack of resources or equipments integration in several other heavy industrial enterprises.According to the documents and guiding ideologies of the specific requirements on the circular economy of Yunnan Province and the government, the Chuxiong area recently should carry out the work with deepening the cleaner production, energy saving and emission reduction as the main focus. The most important thing is the application of the new materials or new technology and the promotion of the integration of resources or equipments.The whole idea of the zone for circular economy in the long-term planning is "integration, sharing, bionic, the cycle". From cleaner production, eco-efficiency, industrial metabolism, a by-product exchange, eco-design and public participation, and other aspects, we can establish five layers:physical integration, water system integration, energy integration, information sharing and the sharing of facilities. It can form a complexion like the ecological cycle by further improving the supporting infrastructure construction. The most urgent work in the medium-term is how to use the smelter'solid waste as a cement plant, construction of the new high-SLAG Titanium Dioxide production projects, construction of unified machining center and material on the surface heat treatment and processing center.By focusing on the construction of key projects, the zone's core industrial complex such as "smelting-fertilizer-cement", "drug-fertilizer" and "green food-fertilizer", and so on can combine closely together through the comprehensive utilization of resources, and form a complex network of industrial chain with other business transition, the end of the business-friendly or support system constitutes. In this network, the companies perform their own functions by unified planning and unified implementation. It can greatly enhance the comprehensive utilization of resources, reduce energy consumption and minimize the waste emission.
