However the flaw in the countryside land(property) right and taking over system the insufficiency in considering the land's multiple function aspects, especially the insufficiency in considering the land social security function aspect, make the land-losing-farmer land ownership incomplete. When granting the social security to the land-losing-farmer, the right and the benefit comes apart and the given monetary amount is somewhat low. The social security organization cannot get the sufficient funds from obtaining the lands and therefore can not keep their business running. In the operation mechanism side, land taking over and social security grant is not connected closely. They lack the effective engagement and connection and do not have the reasonable and highly effective work procedures.This article utilizes the social security theory and the economic theory, takes the social security situation of the NanTong urban district land-losing-farmer as the research object, and analyses the flaw in the land-losing-farmer social security implementation, proposes the strictly defined "public interest" actual content, the strict control of the scope of government's obtaining the land and the rules of obtaining the land by the government; it also proposes the reasonable land compensation standard and the computational methods, enhancement of the compensation standard and the implementation of the multi-dimensional land compensation ways, distribution of revenue of land taking over, completion of the land-losing-farmer compensation mechanism and establishment of the multi-directional and multi-channel social security system to safeguard the land-losing-farmer's legitimate rights and interests.
