The Research On How To Perfect The Policy That Transferring From Social Security For The Farmers Losing Land To The One For Workers

With the development of the unified design between the city and the countryside,it is highlighted for the different policies of urban and suburban social security to transfer from each other.The farmers who’s land is acquired will become the residents in city,so, the social security for this group is faced with the challenge of how to transfer to the one for workers. So, this paper takes Wujiang for example to deeply research the current outcomes,problems and reasons for the polity of transferring the social security for the farmers losing land to the one for workers and to make some suggests for perfecting this polity.Literature research and interviewing method is adopted in this paper to have a general understand of the implement achievements of this polity in Wujiang.the specific implementation process of the village committee and the responds of the fanners who’s land is acquired. The method of comparative analysis and the method of contradiction analysis are adopted to analysis the information from the field investigation.It is found that there is a contradiction in the outcomes of the policy:on the one hand,the policy is in line with the fundamental interests of the farmers who’s land is acquired, and the policy promote the development of the unified design between the city and the countryside; on the other hand, the farmers who’s land is acquired is not so satisfied with the policy because it is not fair in the implementing process of the policy and some farmers who’s land is acquired can not afford the contribution of the social security for workers.Besides,this policy has a big effect on the fund of the the social security for workers.Reasons are as follows:the contradictory situation between the policy and the fact,such as the contradiction between the policy requirement of the right to individual and the fact of the right to collective;the information asymmetry,the incomplete supervisory mechanism and the principal-agent problem during village committee implementing the policy, leading to the member of village committee giving priority to the benefit of owner relationship, instead of the rights and interests of the village collective and the farmers;the capital source being not diverse.So, the following suggests may be helpful:to implement the policy gradually with different steps for different situation;to diverse the capital sources and establish the mechanism to encourage and punish the behavior of the sources; to promote information public and to perfect the supervision mechanism in rural, making the farmers who’s land is acquired to give play to the democratic supervision.
