Research On The Problems And Countermeasures Of The Endowment Insurance System For Land-less Farmers

With the development of China's industrialization and urbanization,it is necessary to requisition a large amount of agricultural land,which in turn has created a special social group of landless farmers.The social security issue of land-losing farmers is related to economic construction and urban development,affecting rural stability and social development.However,because of the shortcomings of Social Security System for the Land-losing Farmers,problem of the protection of them gets more serious in recent years,Which led to mass incidents such as the tide of appeal to higher authorities for help and have caused very bad effects on the local and even the entire economy and society.Based on the theory of responsible government,social product theory and social security theory,this paper makes a detailed study on the status quo and case of endowment insurance for landless farmers in C County of Zhejiang Province,and analyzes and refines the primal problem of the endowment insurance system.In view of the current problems of the insurance system for land-losing farmers,such as low level of participation in insurance,the unreasonable level of payment,the poor connection of the guarantee mechanism,the lack of supervision mechanism,and the weak awareness of land-losing farmers,this paper attempts to analyze the reasons,to improve the endowment insurance system for land-losing farmers from the following five aspects,and to explore the insurance system for land-losing farmers that is more in line with farmers' interests and national development needs.First,accelerate the promotion of integration and work hard to promote the integration of social security in urban and rural areas;second,clarify the power responsibilities,build a multi-pronged supervision mechanism for government departments;Third,strengthen the supervision of village officials,establish and improve the management mechanism of grassroots autonomous organizations;Fourth,,increase publicity and strengthen the self-protection awareness of land-losing farmers.
