This article reflects profoundly the job-placement model of the planned economyperiod from the perspective about "the placement pattern of national human resources","individuals seeking employment" and "enterprises employ talent".It also analysis that afterour country abandon the "job-placement model", including "job-placement system" ,mechanisms , ways and tradition it turn up major human resources issues and the maincauses of these problems. To these problems ,causes, it explore an new model foremployment. It focuses on the employment preparation mode of labor resources [humanresources] ,public organizations promoting employment patterns,the intermediary model ofsocial organization,the employment mode in enterprises.We according to our country's basic national conditions in this article, bring up how theLabor Market mechanisms and the Government steering mechanism synthesizing a road. Italso explores the meaning of changing about public organizations promoting employmentfunctions. On this base, it also carefully studied how the local government adapting to thechanges in the labor market, government guidance on how to avoid blindness in the labormarket and how to combine with market mechanisms.This article recognizes unemployment is a social inevitable phenomenon. In normalsituations, unemployment does not lead to social unrest. But when unemployment can't becontrolled in scale, the health of human resource become no longer healthy, it will not onlydirectly impact on stable operation of the national economy, but also impact the harmoniousdevelopment of society. So, the selection,stereotypes in employment model is the core issueof labor economic, it also is the fundamental question about social progress.
