Known as urbanization in the 20th century , Western developed countries have completed the initial high urbanization and rural-urban integration process. Developing countries are also accelerating the pace of urbanization.For China,the largest developing country in the world, after entering the 21st century, Urbanization should be the neccesary way of promoting the development of economic and social.In response to international trends,a series of decisions and directives since the 15th CPC National Congress in , from the strategic height of advancing urbanization ,have been deflnituded clearly the important status and role of rural urbanization. Also,it identified that the rural urbanization is the developing direction and basic requirement of resolving "three agricultural" in the new era . Actively and steadily accelerating rural development and urbanization construction, will promote the urbanization process.It also will promote the development of advanced productive forces advanced culture conducive.In addition,it will help to meet people's growing material and cultural needs.It is a comprehensive practice of the "three represents" concrete action. Construction of cities and towns in rural areas is fundamental guarantee for solving "three agricultural" realizing the rural modernization.It is a major strategy of promoting economic and social development.It is the evolution of rural-to-urban communities(the urbancommunity means that the community of civilized).It is an important symbol of modern and developed.
