Circular economy is an economic activity that makes the ecologicregulations to guide mankind's society. It makes the economic systemrebuilt and be according to the regulations of ecosystem. It also bringsit into the circulating process of the materials of natural ecosystemharmonically. It puts forward the new views of system, economy,value, production and consumption. The theoretic foundations of it arethree kinds of production, ecology, the value of environment andcomplex system. The aims to developing circular economy in Chinaare changing the methods of economy growth, adjusting industrialstructures, participating into the international competition and carryingout the strategy of sustainable development.Ecological industry takes the principles of ecology as guidelines,regulations of material circulating and energy converting as theoreticbasis, dynamic equilibrium of "social-economic-natural" complexecosystem as target. It is an evolutional eco-industrial system based onthe eco-loading ability, having the efficient economic procession andharmonic eco-functions. It is the important theory when nation drawsup the industry policy on its macro view and the main methods of anenterprise constructing its eco-ability in the medium view, and it is theconcrete method of product designing or eco-evaluating in the tinyview. The hot realms of ecological industry are the layout and planning,symbiosis and matching, construction and management, developmentand designing of eco-industry and the imitation of metabolism processin eco-industrial system.Ecological engineering is the technical methods of designing layersto make use of the materials. It uses the principles of pieces symbiosisand materials reborn to combine industrial system with eco-system. Itsresearch realms expand continuously, but, lacking emulation modelsand generally accepted evaluation methods and control methods ofhuman behaviors.Eco-industrial parks are fulfillments of circular economy .Wherewill be designed an eco-industrial park should be in the light of suchprinciples as: adapting to local conditions, using materials circularlyand making corporations variously, promoting eco-systems efficientand harmonious, flexible and evolutional, and being people-oriented.The contents of planning should include at least three aspects asenergy exploitation, materials to flow and social service. The controlprinciples of eco-industrial parks are eco-control theories.System dynamics is a metered method researching the complicatedsocial-economic system with the feedback control theory asfoundations, calculator imitate as means. It is applicable to handle thelong-term and periodic problem which is not high accuracy. At present,it is mainly used to imitate the scales and speeds that the resourcesdevelop, estimate land and water resources eco-loading and build upthe industry system. Making the rate-base to go into the tree is themost simple and systematic method of setting up dynamic models.With the building of western region eco-shields and the closing ofcoal enterprises, District ZhaiTang of Beijing MenTouGou is faced tothe problems of adopting the coal vale to be repaired gradually andindustry transforming.From 2004 to 2005, ZhaiTang has constructed the exhibitionengineering in CunBai vale which concluding marsh gas, eco-farming,stereoscopic fruits and stanza water irrigation. By dividing thepredominant structure of CuanBai eco-system into five sub-systemswhich are people, forestry, energy, livestock industry, making surematerials in that five structures how to flow and the rate of flow speeds,we got the chart of system dynamics. By imitating from a computer,the results showed that CuanBai eco-economy system can besustainable developing. On this foundation, according to the planningmethod of eco-industrial parks, we put forward planning projects ofCuanBai eco-industrial zone faced with industrial transformation.The planning of ZhaiTang eco-agricultural parks are for the sake ofdeveloping eco-agriculture, implementing the agriculture-forestry-herding integral management, constructing the agriculture-tour integralsystem and constructing an organic agricultural product base. Thepredominant eco-industrial-chains of ZhaiTang eco-agricultural parksare: "agriculture-product process-animal feed -product output"," pig,cow farming-marsh gas development-animal feed-fish", "fruitsplanting-pig, cow feed-excrement ferment-fertilizer produce"," wood'sorchard-keep bee-honey to process-product output", "fruits planting-tour picking-product process-product output". The predominant energyflowing chains are "solar energy-living creature quality ability-marshgas energy-providing living hot" and "solar energy-living creaturequality ability-marsh gas energy-produce energy".To sum up the whole article, we can get such conclusions asfollows: (1) Ecoindustrial parks are not foreign goods. Eco-agricultureconstruction of China and Eco-industry construction of the wrest areall important constitution of Circular economy. (2) Eco-industry hasbecome an important basic unit of circular economy in practice.Ecoindustrial parks are complex local economy systems whichregarded complex eco-systems as their souls, industrial symbiosisbody as their bones, and eco-community as their flesh and blood. (3)Dynamics molds can provide assistant support for the planning oflogistics chains in the building process of eco-industry parks. It canrealize a transformation of system designing from quantity to quality,from quality to order. (4) ZhaiTang should adopt the constructionplanning of eco-agriculture Park in coal vale. The agriculture-forestry-herding integral management and the agriculture-tour integral businessmatch concrete circumstance in current ZhaiTang.
