Development Model Research On Ecological Industrial Parks In Terms Of Circular Economy

Since the 1990's , people gradually realize that Economic Development pattern which characterized by mining high ,low use and high emission is the root of the increasingly serious environmental problems after Industrial Revolution. Traditional end-pipe pattern has been play a great role in pollution control, even in today. Along with the explosion the global population and the rapid development of world economy, however, the disadvantages of such end-pipe pattern come clear day by day. Such traditional pattern completely separates economy development and environment protection, the dealing of discharges greatly block the sustainability of economy development. So paper puts forward that it should be established economic pattern in the human society which characterized by a closed-loop flow of material, in other wordCircular Economy,and then the economic pattern will help to achieve a win-win situation of economic development and environment which required by Circular Economy,and it means that the strategic objective will be achieved in the case of environmental protection.EIPs makes resources and energy's maximum effective usage and minimum discharge of cast off through establish industrial chains and nets in the industrial parks. In this point, EIP has a significant meaning to the Circular Economy. The practice of EIPs is on-going worldwide. It is in 1999 that we started up EIP's demonstration pilot work, EIP-related planning theories and policies' research and introduction the successful experiences of foreign EIPs' operation. Currently we have established several EIPs such as Guigang sugar industry, Lubei chemical industry and so on. EIPs have been vigorously developing in our country and become the important way to guide the innovation of industrial parks. So the paper puts forward a view ,that EIP is the most important way to practice circular economic.First , the paper summarys the basic theory of circular economic and EIPs from the point of view of connotation and development model, to understand internal links betten circular economic and EIPs. Second ,it gets some inspiration about building EIPs through the summary and comparison of the practice of EIPs which based on the circular economic.Third ,the paper establishs effective evaluation system of EIPs from the point of view of EIPs's ecological returns and economic returns, it also establishs measure model which measured use and conservation of resources in the EIPs's internal circulatory system, and then, taking Chang-sha huang-xin EIP as exemple ,the paper analysises its effectiveness; Finally, paper puts forward the general thoughts and safeguard measures to promote recycle economy in our country. In this point, it may provide some valuable advice to the development of EIPs.
