Cost management is an important part of highway construction management. In recent years, failure to keep within the cost budget/ forecast/ estimate/ tender in construction industry is common phenomenon in highways construction. So it is necessary to introduce risk management in cost management. Recently, the theory of risk management and the theory of cost management are developing, which is the theoretical basis for cost risk management. Based on the theory of risk management and combined with the content of cost management, the thesis carry out risk management for uncertain factor which arose during the cost determination and control. The main content includes:(1) Starting from the formation of highway construction cost and combining with the basal principle of risk management, the thesis presents a method to identify the cost risk in different stages of highway project, and establish the risk investigation table.(2) In view of existing cost risk factor and according to utility theory, the paper form the risk degree standard for different project stages. The paper classifies all the risk factors and makes the whole evaluation of cost risk in different stages, through all kinds of risk evaluation methods. The paper establishes a risk evaluation system, which regards the fuzzy analytical hierarchy process as the main frame.(3) Based on the risk analysis of highway construction and according to the characteristics of cost management, this paper divides cost risk into the stage risk and the transmission risk. The transmission risk is controlled not only in this stage, but also the following stages. The paper brings forward pertinence control measures for the main stage risk and the transmission risk.
