The trend of world economy globalization and the increasing demand for customers'individuation require enterprises more flexibility to match the changing market. The original management model"raw material-manufacture- distribution-sale"has lost its attraction, Enterprise give their non-central business to other companies around the world and cooperate with them, so they can concentrate their force on core business, which called"outsourcing". The theories of strategy management, economy globalization and supply chain management forward the business of outsourcing. With the logistics outsourcing development, the professional third party logistics enterprises come into being. The third party logistics is also called"logistics outsourcing"or"contract logistics", which means the professional third party logistics outside of the suppliers and customers carries out some or whole logistic business.After analyzing the characters of productive enterprises'logistic requirement, this paper provides a general logistics outsourcing process which is"logistics outsourcing decision makingâ†'choosing logistics supplierâ†'management of supplier". It also state three basic rules of outsourcing decision-making, such as strategy, operation level and operation ability based on the analysis of logistics outsourcing reason and the risk of logistics outsourcing. Among these three rules, strategy is the most important. Generally, an enterprise will operate the logistics by itself if it has important strategy, otherwise it will choose third party logistics. there are risks on outsourcing business , some may be deadly. This text will discuss assessment to the risk of outsourcing logistic business based on MDHGF which integrate the Delphi method , AHP , Grey theory and fuzzy .Thus it offer the decision support on outsourcing the logistic business for enterprise.If the enterprise decides to outsource logistics, it will face the problem of choosing third party logistics supplier. The third logistics build a strategic relationship with the productive enterprise and provides logistics service. It is different from the choice of supplier on the traditional supply chain, and high quality and level are the most important. On the base of analyzing all relative factors, this paper lists an index of evaluating criterion and solves the problem of TPL supplier choosing and service performance evaluating with the AHP/DEA method. In additional, regards FAW-VW as a case , this paper analyzes the designing process and the actualization, evaluation of the logistics outsourcing in detail. It analyzes the designing of outsourcing flow and information system and so on. It also analyzes the problem on management about supplier and the control on risk in the process of the outsourcing. At last, this paper introduces the service quality after outsourcing of FAW-VW. This paper is not only in possesses of the great theory value, but also have the great meaning in guidance for other company on logistic outsourcing.All of above, if a productive enterprise plans to outsource logistics, it should take a proper logistics outsourcing decision-making first, then choose a proper logistics supplier, and finally take effective incentive measure and supervising system to ensure logistics outsourcing successful and improve its competing ability.
