In recent years, in the process of market and property rights reform in China, the growth of China's economy sustained a high speed, and the quality of economy growth has been improved continuously. Manufacturing industry is the core of the industrial system in a country, and it is the engine of economic growth, the growth situation of it will directly affect the performance of economic growth of a country, therefore the research on the quality of growth in manufacturing industry is very important.With the overall data of manufacturing industry in China during 1996-2003,we carefully studied the level of production efficiency and it's changes in manufacturing industry by using data envelopment analysis and stochastic frontier analysis. The results showed that TFP(total-factor productivity) of manufacturing industry increased continuously during 1996-2003, and the main driving force of it was technological progress, and there appear a consistent trend in the change models of TFP and technical efficiency in all industries. Further study found that, the increase of TFP during the previous years was mainly rely on technological progress, and after 2000, the improving technical efficiency and technological progress became the common factors that promote production efficiency. For technical efficiency, the results of the SFA and DEA analysis are very consistent, and factors such as the state of industrial organization, corporate ownership structure of the industry, access barriers, scale and R&D are closely related to technical efficiency. The increased market competition, the reform of property rights of state-owned enterprises, and research and development activities have played a significant positive role in improving technical efficiency, but the efficiency of scale was not evident and access barriers are not conducive to improving technical efficiency.There are altogether six parts in this paper:Part I, First we introduce the background and significance of our research and then give a review of the related literature, At last we introduce the main content of the paper, and the research ideas and methods used in the paper.
