The Study On Actuality And Developing Environment Of Informal Employment Organization In Shanghai

The informal employment labor organization (IEO) , which was initiated by the government and supported by the society in every way, is a local color policy of Shanghai. The aim of the policy is to build a kind environment for the small enterprise and impel employment. IEO, Developed from 1996 till now, has effectively alleviated the massive pressure from off-duty and unemployed person's reemployment which arised from the industrial structure adjustment in Shanghai in 1990s.This paper take the self-determination IEO as the research object, and mainly studied three aspects content as follows:First, from angle of independently start an undertaking, based on the questionnaire survey that completed in Shanghai in 2005, the paper analyzed IEO's present situation, characteristic and restriction in the process of starting an undertaking, and summarized both the society-economic efficiency and the principal contradiction that IEO will be faced in the future.Second, with the aid of the level analytic method, the paper set up an index system based on the questionnaire survey. The aim of index system is to put up an appraisal to the implementation effect of the policy which propitious to IEO, and to analyze the achievement, problem and insufficient of the policy. Finally, the paper gives some advice according to the appraisal result.Third, from utilizing the factor analytic method, the paper starts a real diagnosis research on the developing environment of IEO. And divides the nineteen areas of Shanghai according to the enterprise developing environment into three kinds—better ones, ordinary ones and worse ones. Then, the paper draws up Shanghai IEO 's development map. Finally, by profiting the experience of developing small business from oversea countries, the paper proposes a concrete mentality that could optimize the developing environment of IEO in Shanghai.In the research method, this takes qualitative investigation primarily, quantitative investigation as auxiliary, that single document research and the questionnaire survey supplemented, and draws support from the tools such as SPSS, EXCEL and ARCGIS help the research.
