A Procedure Study On Democratic Participation In Decision-Making Of Macro Adjustment

Decision of macro adjustments and controls is a core concept of democratic theory and an important index to measure democracy. Democratic participation, as a mechanism to express interest, is favorable to the realization of interests of the general public and can help to reconcile or even aviod social conflict. And it has high consistance with the current government"running"concept, a people-oriented, harmonious society historical goals.In democratic society, the legitimacy of decision of macro adjustments and controls is based on people's will and democratic paticipation is the fundamental way to access people's will. The essence of the democratic paticipation and decision of macro adjustments and controls enbody the integration concept of the general public and government decision, the spirit of government and public's cooperation, management and macro adjustments, the idea of government"returning"concept which good governance proper advocates.During a long period of time, our nation lacks the sound market economic foundation of effectiveness control of macroeconomics adjustment's power and system background of private's power protection. Moreover, there lackes a series of laws and regulations which relates to macro adjustment. For the reasons above, the thesis both have the realization importance and theoritical valus in trying to penatrate the essence and rules of the law into the decision-making of macro adjustment, establishing a set of scientific and legitimate demorcratic participation procedures.At present, the democracy participation procedure research in the economic laws, particularly in the decision-making of macro adjustment, was still a brand-new system. Because of emergeny-oriented property of the decision-making of macro adjustment and the complexity of its measurement repeling the democratic participation in some specific aspects, adding to itself limitation, it is very hard to establish a set of scientific and legitimate demorcratic participation and procedures. So this research project's innovation point lies in applying multi-disciplinary theory to discuss the importance of democratic participation, analyzing seven difficult points in implementing democratic participation and sloving them respectively, generalizing the crux of five typical examples, adding experinces to specific construction of democratic participation procedures.
