Research On The Public Goods Supply In The Course Of Socialism New Countryside Construction

"Constructing socialism new countryside is an important historical task in the course of our country's modernization",stated in the report has caused much more attention in the whole society。In order to perform this task., two problems must be solved, which include the shortage of public goods supply in the countryside and the gap which gradually widen between city and countryside, so it has theoretical and realistic sense to improve the construction of our country's socialism new countryside is strengthen.Based on the basic theory in public goods, in this essay the author also uses some other theories and methods of such as those in western economics, government economics, public choice theory, public financial theory and so on. Besides, combining theory with practice, the author mainly stated in this essay is how to solve the problem, that is, the shortage of public good supply in the course of constructing socialist new countryside. It can be devided into four parts in this essay.In the first part, the theoretical analyses on public goods supply, mainly explores the definition of public goods and its features such as non-exclusiveness in benefit and non-competition in consume. On the basis of those, public good can be devided into pure public goods and quasi-public goods. After analyzing the supply theory of public goods, the author reaches these conclusion: First, pure public goods can only be supplied by government and quasi-public good can be supplied both by government and by a person or market. Second, as the need of public must be considered in the effective supply of public goods, it is necessary to strengthen democratic and legal system so that the supply system can be carried out effectively.Part two, the present situation of public goods supply in the countryside is discussed ,which has three aspects: one is about the definition of countryside public goods and its classification, other is about the present situation of goods supply in the countryside, the other is about the problems in the countryside goods supply, including the shortage of supply, low efficiency and the unfair supply.The following part is about the reason why there exists the shortage of pubic goods in the countryside。From the view of history, one reason is not only due to the system...
