Research On The Supply Of Rural Public Goods In The Construction Of Beautiful Countryside

The Construction of Beautiful Countryside is a new task proposed at the Fifth Plenum of the 16 th Central Committee of the Communist Party of China.Under the banner of Building a Beautiful China,it intends to pursue a harmonious way of development for the rural economy and ecology,which is an issue of pragmatic significance in terms of promoting economic,political,cultural,social and ecological progress while putting into practice the theory of socialism of Chinese characteristics.The Construction of Beautiful Countryside and the supply of public goods for the countryside are closely related and complementary with each other.On the one hand,the Construction of Beautiful Countryside gives standards and requirements for the supply of public goods for the countryside,prompting an increase of supply,an improvement of efficiency and an optimization of mechanisms.On the other hand,the development of public goods supply is essential to the Construction of Beautiful Countryside,laying a solid foundation for and giving a boost to the construction.Currently,due to a number of systematic and institutional reasons,there are many problems with the supply of public goods for the countryside,which have hampered the progress of building the beautiful countryside.The Jining government in Shandong Province has been engaged in the Construction of Beautiful Countryside since 2014,when it carried out a three-year program and explored a path of development that features government leadership,mass participation,integration of urban and rural development,and a universally beneficial purpose.The landscape of the rural area and its mode of production and life have been greatly changed,which have left both experiences and lessons for further consideration.Based on the theory of public goods supply and the Jining government 's practice of the beautiful countryside vision,this thesis intends to give an analysis of a number of issues,including the relations between the Construction of Beautiful China and the supply of public goods for the countryside,the existing problems,the pattern of goal-setting,the reform mentality,the system of construction and the path selection.It is hoped to provide theoretical and practical significance for the Construction of Beautiful Countryside.The thesis is comprised of six chapters.The first chapter is introduction,in which the background of the topic,the significance of research and the current status of research on this topic in domestic and foreign academia will be included.The second chapter explains related concepts and theories such as Beautiful Countryside and public goods,laying a theoretical foundation for the research of the supply of public goods for the countryside in the Construction of Beautiful Countryside.The third chapter analyzes the standards for the Construction of Beautiful China and the supply of public goods for the countryside,and explains their relations.The fourth chapter takes Jining as an example to analyze the status quo of the Construction of Beautiful Countryside,and based on the goals,mentalities and focus of work,brings out the characteristics and outcome of the supply of the public goods for the countryside.The fifth chapter takes Jining's practice of the Construction of Beautiful China as an example to explore the problems existing in the supply of public goods for the countryside and the reasons behind.The sixth chapter presents measures based on the above analysis to ensure the supply of public goods for the countryside.This thesis,through a thorough analysis and the practice of related theories,combined with Jining's example,tries to develop realistic approaches to make progress,and build well-suited public financial system,decision-making mechanisms and supervision and evaluation frameworks,giving a boost to the Construction of Beautiful Countryside.
