The question of performance measurement of enterprise's operation originated from the middle and end of 18 century, and there was necessary economic background for its origin. In the condition of market economy, lots of companies adopted the organization structure of corporation with limited liability. The typical characteristic of this system is the separation of ownership and the right of management, which leads to the information asymmetry between the investors and managers, and thus leads to the problem of attorney. The owners of the company need to measure the operation performance in order to strengthen the control of capital ownership. Because through measuring the operation performance scientifically, the owners can realize effectively examination and control over managers, and lay a foundation for establishing the system of inspiration and restriction.
