The proactive fiscal policy which applied in China is a counter- cyclical policy under the specific historical condition, and the beginning of this policy has its profound historical background. In the second half year of 1998, our national economy influenced by the Asian financial crisis, exportation speed drops, overseas demand was insufficient, and exportation contribution on economy rising obviously was weakened. The long-term implementation of extension economical development pattern and poor efficient investment lead to low level redundant construction, also result in economic structure unbalanced on industry and different regions. National economy's inner contradictory presented itself as domestic demand shortage and the slowness of national economy rising rate. Facing this urgent situation, central authorities resolutely adopt the proactive fiscal policy.In this paper, four questions will be mainly discussed according to the proactive fiscal policy.(A) Theory basis, history experience and important measures of proactive fiscal policy. This policy was not originated from China; it has a rich meaning in the reality and has the international experience we may profit from. In term of economic theory foundation, the proactive fiscal policy that implemented in China should belong to the demand administration theory which the Keynes school founds. According to the history experience, some plans of expansion fiscal policy which applied in 30's USA and 90's Japan to react economic recession also set good samples for us. China's proactive fiscal policy is a temperate expansion policy. The main measures can be summarized as follows: (1) the expansive policy increased the expenditure of our government. (2) As an important measure and the first step, more long-term treasure bonds were issued in order to enhance investment in infrastructure constructions.
