Although the definition of SMEs in various countries is different, standard of definition is made mostly according to the number of practitioners and sales volume. In general, SMEs have the following characteristics: (1) operating scale is small but dynamic, fast metabolic, capable of adapting quickly to market changes. (2) simple structure, weak impact on the market , but bearing internal cohesion and strong market power. (3) rapid decision-making, and entrepreneurs lie in core status . (4) specialization advantages. Compared with large enterprises, small and medium enterprises competitive advantages mainly come from professional. (5) SME is an important source of innovation, but need the support of government and society.Most products that SMEs export are labor-intensive products, which is conducive to fully exploit comparative advantages built on current resources naturally endowed foundation. For the survival and development of SMEs , economic policy should create a good internal and external environment to expand exports , then make SMEs as the engine of export growth.SMEs accounted for more than 99% of the total number of enterprises in China, the SMEs'proportion of industry production value and tax realization was 60% and 40%, the posts that SMEs have provided occupied around 75% of the total employment, the SMEs accounted for 60% of the total exportation in our country. Under the current circumstances in China, the two most prominent roles of SMEs are solving the unemployment and increasing exportation. Compared to large enterprises, the SMEs are flexible in operating mechanism, configuration-simple and promoting-plenty. In almost all of the competitive industry, particularly the labor-intensive industry, the SMEs stayed at an absolute-advantage position. As for the exportation, the SMEs that of all kinds of ownerships, especially the large-number village-enterprises, provided most of the labor-intentioned finished production for exportation.
