As a kind of non-renewable resources, petroleum is playing an important role in China's developing economy. The petroleum demand is higher compared with its limited out put and the situation is becoming serious. In 2004,petroleum consumption was 310 million ton accounting for approximately 8% of global consumption. 42 million more ton was consumpted , increasing 15.8% against. At the same time, the net importing amount came to 149 million ton account for 6% within the world(Global Energy Statistics 2005). According to rough calculation, the consumption increasing percent will be 4.3%~ 5.4% from 2004 to 2010 getting to about 356—396 million ton. We will need 181—221 million ton to fill the consumption gap if we maintain 175 million ton of 2004 until 2010.Since the world petroleum market fluctuates a lot, it is uncertain for trades. Our increasing rate of GDP will reducing 0.01 percent if the rising price of 1 percent lasting for one year. In 2004, the global price jumping by 66. 4%, China lost 60 trillion RMB compared to 8, 800trillion RMB of GDP. The high oil price has pulled price of other commodities. In 2000,the factory price of industrial product had raised 1.8% , made China less competitive in exporting and influenced indirectly the peaceful development of China's economy. Moreover, the singularity of our importing channel is dangerous as to geo-politics and the petroleum transportation at sea are facing serious threatening. America has paid more attention to the trade relations between China and Gulf area countries and suspect that it may contain military coordinations. So America has investigated secretly the oil relationship between China and Iran and control the gateway to China—Yat-sen Channel. Besides, Japan consider Nansa islands sea area and Yaiwan channel as "sea road defence area" .Japan also send his group to Yat-aen channel in name of defeating pirate and...
