Abstract: The balance between ecology construction and economic development is an inevitable trend in the present-day society. It is one of the most prominent characteristics of the sustainable development. Ecological economics advocates studying the relationship between ecological system and economical system from a new viewpoint. The Project of Cropland Conversion into Forest or Grass Land involves many factors of ecology system and economic system. Therefore, it is not only a kind of ecological reconstruction but also an economic reconstruction. Based on these assumptions, this paper focuses on the important role the Policy of Cropland Conversion into Forest or Grass Land playing in the economic and ecology reconstruction. This paper discussed this problem by studying a typical region with reconsideration of the relationship between the ecology reconstruction and economic development to reach the healthy development of ecology and economic. The Alpine Farming-pastoral Ecotone is one of eco-fragile region. In the region, the Implementation of will surely exert a significant influence not only on reconstructing regional eco-environment, but also on achieving the goal of the sustainable development of local economic.Taking Huangzhong County as example, this paper analysis the nowadays situation of the Project of Cropland Conversion into Forest or Grass Land and discussed its development in the future. Major conclusions were as follows:1). This paper evaluated the ecological, economic and social benefits of the Project of Cropland Conversion into Forest or Grass Land based on the data got from a field survey. This paper held that the ecology reconstruct in large scale has a great affection on ecology environment and significant influence on the local economic development. In addition, this paper also held that the farmer is the actor of the Project of Cropland Conversion into Forest or Grass Land and therefore, the interests of them must be the most predominant question addressed.
