Urbanization is the transition of human life and production from traditional agricultural society to modem industrial society and from the dispersing type to the centralized type. Because of differences between disciplines, points of view, methods of study, the domestic and international scholars' research to urbanization appears to let a hundred flowers blossom and a hundred schools of thought contend. But make a comprehensive survey, great majority are laid particular emphasis on individual's studying and general research, scarce of comparison and relation. On the premise of not giving up general research, this paper emphasizes comparison and relation on regional urbanization study, by means of the comparative study of the urbanization of China's West and East, and makes description and explanation of the differences between them by using positive and theoretical methods, and then searches for the policies of promoting the urbanization in China's West and East to develop in harmony.Particularly, through observing and studying the history of China's cities and urbanization, summarize the characteristics of different periods' urbanization, and then offer the historical background for supporting comparison between China's West and East. In concrete style of writing, the writer take the comparative study of urbanization of China's West and East by four aspacts. In historical starting point, urbanization of the East is earlier in time compared with the West, higher in level, smaller in war influence; In dynamic mechanism, the East is stronger in independence, better in historical foundation, wider in dynamic source; In developing process, the discontinuity appesrs compared with the West in the East but the level is competent, and the speeds of them have replacing characteristics. In urban system, the East is rational compared with the system of the West, and the law of the Pyramid does very well. Secondly, the writer carries on the theory to explain to the differences of this regional urbanization from three influence factors. The first influence factor is the national regional policy. Have analyzed general theory of regional policy and choice between efficiency and equality at first, expound the change of policy goal and concrete policy before and after China Reform and Opening-up secondly, analyze the effects of the different policies to urbanization of China's West and East finally.
