Urbanization is an inevitable trend in the development of society, and it is an importantsymbol of industrialization and modernization of a nation. Promoting the coordinateddevelopment of urbanization is the strategic choice for China to expand domestic demand.China’s economic is in a very important time, so the government should promote the processof urbanization actively, and guide the rational flow of the population.The important role ofradiation effect caused by urbanization and regional center city "regional economic growthpole" regional economic development effect will also be fully.Hebei provincial and Party committee implemented the strategy of “three years’ change”,and the strategy promoted the urbanization process to a new level, and it also promoted theeconomic and social development. However, the level of urbanization in Hebei province isstill relatively backward, by year of2012, the urbanization rate of Hebei province is45.6%,lower than the national average of52.6%. Therefore, Hebei province also needs to continue toincrease the construction of urbanization.The paper consists of six parts. The first part is the introduction of the current researchlevel of urbanization. The second part introduces the definition and connotation ofurbanization the definition, and illustrates the basic theory related with urbanization. The thirdpart constructs the index system of urbanization level of development; The fourth part usesthe comprehensive index established in the third chapter, using the evaluation system,combining with the index data of11the prefecture level city in Hebei province in2012. Thefifth part analysis the factors limiting urbanization development.
