A Study On Correlative Policies Of Shanghai Municipal Government To Advance The Strategic Union Of Industry, University And Institution

The strategic union of industry, university and institution is now advanced phase of the cooperation of industry, university and institution. So it has the nature of stratagem, innovation and collaboration as well as some other common characters. Not only previous cooperation of industry, university and institution, but current strategic union of industry, university and institution has developed quickly country-wide. Immense achievement and precious experience has been achieved. However the difficulty to do it has exceeded our anticipation and the tempo was much lower than our plan. During practice, we find that it is insufficient no other than efforts of industry branch and scientific research institution, and it needs sustainment from central policies to local policies and institutional innovation if we want to change such status and push to found the strategic union of industry, university and institution which takes the enterprise as principal part. Starting from policies, we try to find problems of the policies themselves, and then consummate them. Thereby, policies of the government will play greater significant effect. It is just the value of this study.The object of my study is correlative governmental policies on the strategic union of industry, university and institution. Aiming at the particularity of it, especially the point of it being "compound policy", I emphasized to study it from intellectual property, the agency in science and technology, and venture capital which all had tight connection with it. Combining the successful union from domestic and abroad. This study brought forward some advices on the policies of the strategic union of industry, university and institution, according to new policies which were enactmented by our country government in 2006.Literature analytical method is primary method in this study. In the course of preparing for and writing the paper, I read lots of relative literature, so I think I have selected 3 above-mentioned all the important aspects of the union to carry though studying. Whereas, due to the three aspects being not contents of our specialty, my limited ability and wisdom, and the time I took on it is limited, analysis not enough penetrated is ultimate weakness of my study.
