The Comparative Study On Industry, University And Research Institution Union Mode

With the rapid development of the world economy, a large number of emerging behavior of enterprises-universities-research institutions cooperation have become the main model of technological innovation in the world, especially for high technology, and have become the mature experience of the combination between the present science-technology and economic in the developed countries. Therefore,the main issues to be discussed in this paper are summing up the general rules of industry,university and research institution alliances, discussing the differemt modes of them and the characteristics of each mode, researching on how to choose the most appropriate mode, and the important role of government will also be emphasized in the industry,university and research institution unions.With reference to the large number of relevant literature, this paper first summarizes the production of the cooperation among enterprises, universities and research institutions for domestic and foreign scholar, and thus defined the concept of industry,university and research institution union. It also introduced some theoties related to the union of industry,university and research institution, and demonstrated the nature of its necessity, externality, public welfare and innovation. Then the paper reviewed and summed up the history of cooperation among industry,university and research institution in the abroad areas,and some successful experience of the government in the United States, Japan and the United Kingdom were analyzed by a comparative study, so that we could draw useful experiences and lessons from them.At the same time, though generalizing China's actual situation, it pointed out that there were still some problems in China's industry,university and research institution union,although it had made some development in the past. The paper also classified the modes of industry,university and research institution union in accordance with different standards, summed up the characteristics of various modes, and on this basis, the author explained the selection strategy of patterns. Finally, in view of the existing problems in the developing process of China's industry,university and research institution union, it proposed some promotional and protective policies or measures in order to encourage and guide the union to develop healthily.In this study author sought to use the viewpoints of developing and changing, and systematic and comparative methods. The main innovation of this paper lied in the integrated use of different theories, the in-depth analysis on industry,university and research institution union in different perspective, a comprehensive comparison of three typical countries' union experience, and a new personal insight into the selection issue on the mode of industry,university and research institution union.
