Trade associations are free communities of benefit by enterprises of the same trade. They are an inevitable outcome of the development of market economy and more specified division of labor in society; meanwhile they are a necessary part of modern market economy system. Trade associations have been developing greatly with the reform of governmental departments, the establishment and improvement of socialist market economy and the adjustment of relationship among the nation, the market and the society.Beginning with a theoretical analysis of the sophisticated relations between trade associations and the governments and of the urgent need to reform the market and to rearrange the governmental functions, this paper focuses on the great prospect of trade associations and the barriers of their further development. Changsha is taken for example, so the thesis also provides a detailed description of trade associations in Changsha—the overall situation, the characteristics and the positive role; also the current problems and their causes. To clarify the point, the paper includes an introduction of the present overseas status and patterns of trade association development in order to offer some help in solving our own problems.Based on the above mentioned aspects, the paper advances some strategies as to the reform and further development of trade associations in Changsha. First, the municipal government should play a main role in cultivating and supporting trade associations by means of further rearranging its functions, bringing them into the framework of reform, giving them legal rights to decide their own affairs, helping them reform themselves, etc. Second, something must be done to perfect the management system of trade associations, to bring into better balance the relations between the government and the trade associations and the bilateral management in order to set up a competitive mechanism among trades themselves. Third, trade associations have to improve themselves greatly for a higher position and more advantages. To be exact, they should regulate their organizing system and the democratic procedure so as to fulfill their tasks.
