Based on management, marketing and coexistence of Chinese economy with the rest of the world, the author herein elaborates how the state-owned foreign trade enterprises in China (SOFTE) develops its business model of distribution in the need of meeting new market economy and its existing advantages and disadvantages for SOFTE in doing so. The author of this research paper not only makes her expositions on the methodology of risk-control, but also makes in-depth analysis on channel-management risk, logistics-management risk, stock-management risk, and credit risk, etc. She makes a case study as well for the China National Instruments Import & Export (Group) Corporation and expound its practices of business risk and risk-control on business of distribution and provides solutions to those existing risks. Besides all these, she introduces current situation on technologies and market of medical equipments and instruments. In the Part 3 of this paper, she puts forward a dozen of solutions to the requirement by "Whip Effect" based on the changes of demand-supply and cycle of making orders. Finally the author elucidates her viewpoints and comments on the business development for the future distributors.
