Incentive Mechanism Of Non-public Forestry Economics In Yunnan Province

Abstract: Yunnan is the province abundant in forestry resource, and the forestry is its mainstay industry. Although in the past few years non-public forestry economics in Yunnan province have developed somewhat, yet in balance development is still slow relatively. And contributions of forestry to GDP (gross domestic product) of Yunnan do not tally with the position of great province abundant in forestry resource. There are many reasons that restrict development of non-public forestry economics in Yunnan, such as forestry is in inferior position in market competition and there are many inequalities in forestry industry, forestry has external economy, the rights and interests of proprietors lack legal protection, taxes on forestry is still heavy, forestry proprietors are short of capital, and so on. In this paper, the author analyzes these reasons one by one. At the same time, this dissertation uses correlated knowledge, such as economics, management, environment economics, ecology economics, public economics and so on, to analyzes the four respects of incentive mechanism of non-public forestry economics in Yunnan province--- economic encouragement, legal encouragement, administrative encouragement, educative encouragement.For legal encouragement, first the government should define the status of non- public forestry. To realize this aim, the government should mend currently 《Forest Law of People's Republic of China》 , establishing the forestry laws and regulations that correlate non-public forestry, and defining the rights and interests of non-public forestry . Second, the government should deepen the reformation, and perfect property right system of forestry to inspire even more resources to go into non- public forestry, and speed up the non- public ownership forestry development process.For administrative encouragement, first the government should organize and cultivate a passel of non-public forestry enterprises with a large scale and deploitation capability in marketplace. Second, the government should strengthen the forestry service system construction, and give scientific consultations and technical assists to non- public forestry enterprises. Third the divergence between non-public forestry economics and public forestry economics should be called off, in the interest of the impartial contest environment.For economic encouragement, besides giving non-public forestry proprietors a lot of economic supports and exemption from taxes, above all, the government should perfect...
