The Study On The Quality Of Marine Management Talents Under The Goal Of Constructing China’s Maritime Power

The report of the Eighteenth National Congress of the Communist Party of China Formally put forward the goal of constructing a country of great marine power. Improving the ability of marine resources development, developing our marine economy, protecting the marine environment and resolutely safeguarding national marine rights and interests, constructing a country of great marine power is of great significance. Marine power construction is an arduous, complex and systematic project, which involves many factors and conditions and many types of marine talents’ hard work. Among these types of marine talents, ocean management talents make ocean management works more scientific, orderly, healthy and effective. They are the symbol of our country’s marine management power. Therefore, the quality of marine management talents greatly influence the time and speed to realize the goal of constructing a country of great marine power.Currently, our country lacks of high quality marine management talents. At the same time, the goal put forward some new requirements on marine management talents’quality. Analyzing the existing problem on marine management talents quality and their causes, and understanding the requirements of the goal is essential to cultivate and improve marine management talents’ quality and realize the goal. This study is of great theoretical significance and practical value.This study starts from the above backgrounds, and tries to study the quality requirements of the marine management talents. It is consists of five parts. The first chapter is the introduction, which introduces the research significance and status. The second chapter describes the concepts of marine power, marine management talents and the relating theoretical basis. The third chapter points out the relationship between the goal and the new requirements of marine management talents’ quality. The fourth chapter analyzes the current situation and reasons of marine management talents’ quality. The fifth chapter tries to point out the ways and to highly improve the quality of marine management talents and contribute to our country’s talents work.
