Study On The US Maritime Power Construction

The ocean is an important area for human survival and development, meanwhile an important place of international competition. "China Ocean Development Report (2014)" defines the Chinese marine industry development stage as follows:generally speaking, the entire of Chinese marine industry has entered into the best development period in history. Under the background of peaceful development, Chinese marine industry is facing the strategic opportunity period of the construction of its marine power.How to develop ocean policies in line with Chinese national conditions? How to develop marine resources and marine economy effectively? How to protect our marine environment in order to achieve a sustainable development? And how to develop the naval forces to protect national maritime security? This series of issues and questions are hovering in the minds of each ambitious person who is engaged in marine industry all the time. In order to seize the opportunities to build the nation’s maritime power and solve the problems in current work, study on the experiences and lessons during US marine power construction period, which has been experienced a rapid development of marine power, thus becomes quite important.The main objects of this study will focus on the actions in four areas during the process of building US maritime power:ocean policy formulation, marine economy development, marine environmental protection, and expansion of naval forces. Before World War II,US developed its marine power mainly by ways of war, to seek a more broader space for the development of marine force, and to build a solid foundation for the construction of maritime power. Therefore, the demonstration of the US marine force development before World War II mainly focus on the development of navy force and expansion of ocean marine territory process, and explains less in the marine economic development, marine environmental protection and marine policy sections.The paper is basically written under the sequence of "overview on the various parts of US maritime power building-lessons learned-expounds the revelation on Chinese marine construction ".Part I analyses the development of US ocean policy, elaborating main content of US Oceanic policy under different stages, clarifying the focus of US ocean policy in different periods, as well as the fundamental when US government develop its ocean policies. Part Ⅱ analyses the development of American marine economy, recalling the three stages of the US marine economic development, and analyzing the reasons which push US Marine economic developing to the next stage each time. Part Ⅲ analyses the process of protecting the marine environment, recalling how the United States recognized the importance of marine environmental protection, and later how they protected the marine environment and the effective ways adopted. Part IV analyzes the development of the US Navy, recalling how the US Navy developed from an obscurity to an overnight success, analyzing the US Navy’s transition in the new period. Part V analyzes the lessons learned during US maritime power construction, and then elaborate the revelation on our national marine construction by analyzing US maritime power construction process combined with Chinese situation. The last part is the conclusion, summarizing the full text and expecting a prosperous future of Chinese marine power construction.
