The report at the 18th National Congress firstly proposes the concept of constructing Marine power and makes it clear that developing Marine economy is the core of constructing Marine power. At the same time, the strategy of Marine power is gradually becoming a hot issue that many scholars concentrate on research. Therefore, this paper tries to study the economic environment of the construction of China’s Marine power from a new point of view based on the existing research, and provides a quantitative method of objective evaluation, namely comprehensive evaluation by means of the feature of fuzziness and randomness of cloud model. This method can realize the transformation between qualitative and quantitative concept effectively and evaluate the level of economic development in the construction of Marine power more accurately.First of all, the connotation of Marine power strategy has been clarified, and the current developments of domestic and international Marine power construction has been outlined. Secondly, the paper expounds the current developments of domestic and international the environment of Marine economy. In the process of development, Marine economy has appeared lots of fuzziness and randomness problems. Based on it, we introduce the cloud model, a method that can make a comprehensive evaluation. Then we establish the evaluation index system on the environment of Marine economy, and expound the basic meaning and calculation of each index. Thirdly, the paper takes the actual data of each index in 2012 as an example and use Entropy method to compute the weight of evaluation index system, makes a comprehensive evaluation based on the cloud model, and establishes three numerical features that is to say expectation, entropy and hyper entropy of cloud model. What’s more, we ascertain the fuzzy membership matrix and compute the average comprehensive evaluation values via the forward cloud generator. Then we transform the fuzzy membership matrix and the weight sets into the final matrices, get the comprehensive evaluation results and confirm the overall level of development of the environment of Marine economy this year. In addition, we use the same method to make a comprehensive analysis of development of the environment of Marine economy in China in the past ten years. Finally, aiming at the existing problems in the evaluation results, the paper puts forward some poignant suggestions about the future development of the environment of Marine economy, which provide a basis for the construction of Marine power.
