The Historical Evolution And Logic Of The Chinese Communist Party's Maritime Strategy Since The Founding Of New China

The national core interests which are the starting point of the CCP's marine strategic decision change with the changes of international emvironment,domestic environment and the subjective cognizance of decision-makers.Since the founding of New China the CCP has continuously adjusted its national maritime strategy in accordance with the needs of different levels of national security,economic construction and social development.In the period of the early New China national defense and security were the strategic focus of the marine strategy;in the 30 years of reform and opening-up,economic construction was the strategic focus of the marine strategy;and in the new era the construction of a powerful marine country is the strategic focus of the marine strategy.In the nearly 70-year history of marine strategy deployment,the CCP's marine strategy has undergone the following evolution:changing from centering on national defense to centering on economic development;changing from the traditional land-based development model to the land-sea integrated development model.Besides,as a strategic service,the navy is valued and gradually shifted from "building a strong navy" to "building a world-class navy".It also shows the trend of "nearshore defense-offshore defense-far-sea protection".Its nature has changed from "defense" to "active defense".China has always adhered to the goal of"peaceful rise",shifting from advocating "shelving disputes and engaging in joint development" to advocating the concept of "peace,development,cooperation and win-win".And marine development and management are becoming increasingly comprehensive and mature,etc.In a word,the relationship between the international environment,the domestic environment,the subjective cognizance of policy makers and the core interests of the country and its impact on the national marine strategy is the evolutionary logic behind this historical phenomenon.This provides experience and reference for the implementation of China's "maritime power" strategy in the new era.
