“The Belt and Road ”is a geopolitical and geoeconomic vision of China's leaders taking two major domestic and foreign situations into consideration,taking into account the needs of national sovereignty security and economic development,and the complexity of the surrounding environment and international environment.“21st-Century Maritime Silk Road”as the important “Sea Wing” ?“Blue Economic Channel ”along “The Belt and Road ” plays an important role.With the active promotion of the Chinese government,the achievements of China's construction of“The Belt and Road ” in “21st-Century Maritime Silk Road” countries along the line are gradually appearing.In 2018,?China's “The Belt and Road ” trade and investment development report? released by the Ministry of Commerce and international trade and Economic Cooperation Research Institute pointed out that China and the countries along the way has made great progress in 6 aspects of trade,two-way investment,platform construction,sustainable development and local cooperation,and have made great contributions to improving global economic governance and promoting the construction of a community of shared future for mankind.So,analysis the current situation,characteristics and achievements of China's marine industry cooperation with the countries along the border will help enhance the international community's understanding and recognition of the “The Belt and Road ” and further mobilize the enthusiasm of all countries to participate in the construction of “The Belt and Road ”.This paper focuses on the effects and influencing factors of the cooperation between China and the countries along the “21st-Century Maritime Silk Road”.Firstly,the core concepts and related theories of marine economy are explained concretely,which lays a good theoretical foundation for the study of this paper.Secondly,the development status and cooperation of marine industry between China and the countries along the “21st-Century Maritime Silk Road” are discussed,which provides a realistic basis for the study of this paper.Thirdly,taking the marine fishery as anexample,the economic benefits brought by the cooperation between China and the countries along the “21st-Century Maritime Silk Road” are analyzed by the Differences-In-Differences method,the empirical results show that the implementation of the “21st-Century Maritime Silk Road” initiative has a positive pulling effect on the export trade of aquatic products.Even after adding control variables at the national macro level,the results remain stable.And investigated the influencing factors based on the three-way gravity model.The results show that the GDP,FDI,rate,and the policy implementation are significantly positively correlated with the export level,while the distance and the number of WTO/TBT-SPS are significantly negatively effect.Finally,based on the current situation and existing problems of cooperation between China and the countries along the “21st-Century Maritime Silk Road”,this paper puts forward some policy suggestions to promote the cooperation between China and the major industries along the “21st-Century Maritime Silk Road”.
