Study On The Incentive Of The Multiple Subjuct Participate In Rural Environment And Health Public Supply

"Production development, life well-off, local custom civilization, village apperence neat, management democracy", this is not only the general requirement to from the centre to the new rural construction, but also its overall goal. The new rural construction proposed the " neat village apperence " requirement, the main purpose is to provide a better condition for the production, life, and ecology in these rural areas. At present, most rural’s residential environment is unsatisfactory:industrial production pollution spreads to the countryside; The houses and streets are messy and lack of planning; the lack of hardware facilities increases the pollution in rural areas, and so on. An important reason for these phenomena, is local government single subject supplied an inefficient supply,a short supply and even lack of supply. Nowadays the market economic system has been set up preliminarily, and enterprise strength soar; Various properties of rural organization founded in succession; The villagers’environmental protection consciousness and environmental needs increase step by step. With this background, to participate rural environmental public service supply with multiple main body is viable, and it can enhance the supply efficiency and supply level. I write this paper in order to motivate the rural environmental and healthy supplies, by understanding the rural environmental and healthy supply condition of L area, comprehending the motivation and factors of the multiple main body’s participation of competition. Analyzing the shortage of current incentive system, try giving advices to the local government with regard to how to supplement and improve the current incentive system arrangement, looking forward to stimulating the multiple main body, improve the supply efficiency and level to the rural public environment and health service.This paper is consist of three major contents:First, multiple main body’s participation status and incentive mechanism in rural environmental public service supply. We use H farm in L district as our sample, survey the incentive mechanism focusing on multiple main body by the local government and condition or efficiency of multivariate supply participation on this mechanism. We analysis the result and summarize the issues in incentive mechanism.Second, the intrinsic motivation and exterior factors of multiple main body. Under the guidance of public products theory, governance theory and incentive theory, and based of results from the survey and interview, we discuss the main influence factors on local government and company and villages from many aspect, such as economy, politics, value orientation, condition, etc.Third, basing on the survey and using some theory, we think that the interrelations between incentive mechanism and condition of participation and factors of multiple main body’s participation is a closed and circulatory system. And we have some advices for the issues of conditions of participation when multiple main body participate the rural environmental public service supply.
