The polluted NIMBY is a type of the basic facilities having both public property and the negative externality in the process of the construction and development of a modern city or new pattern rural.the decision-making and construction process of the polluted NIMBY to achieve scientific,democratic and the balance of interests is an important issue in our country to maintain social stability and progress,economic smooth transition,and promote the reasonable democracy.Public participation,as an important symbol of the development of modern democracy,is an important way to safeguard social and public interests,build a harmonious society and achieve effective public governance.To achieve public participation in decision-making and construction of the polluted NIMBY is not only an important manifestation of the realization of public democratic rights,but also an important foundation for improving the feasibility and scientificity of facilities decision-making,and ensuring the smooth implementation of facilities projects.But at present,both the construction of the related system of the polluted NIMBY and the public participation of public affairs are facing many practical difficulties and bottlenecks in the development.The development of China's economy,modern city and new rural construction,social stability and progress need to break these barriers to development.Therefore,thinking based on the behavioral science perspective,the fundamental purpose to carry out pollution NIMBY public participation behavior by using evolutionary game theory,can not only enrich the theory research content,has more positive significance.This paper mainly uses literature research,bibliometrics,the theory of evolutionary games,mechanism design theory and other research methods,and draws on the collective action dilemma thought,social embeddedness thought,process reengineering thought and other academic thoughts.On this basis,the paper combs the realistic background and development status of public participation in the process of the construction and decision-making of facilities project,and discusses the related contents of NIMBY problem and the theory of evolutionary games.The paper also reviews related literature on NIMBY problem and the application area of the theory of evolutionary games,and focuses on the public participation during the decision-making and construction of polluted NIMBY projects.Then,the paper constructs the system on basic unit of the public participation according to the degree of organization and thedegree of heterogeneity,and combs the basic unit public participation behavior incentive mechanism research by means of the theory of evolutionary game.In the end,this paper constructs a three party evolutionary game model of main stakeholders on the basis of the application of the theory of evolutionary games in economics and its related fields.After that,this research points out the direction of policy research and mechanism construction for promoting public participation in polluted NIMBY facilities at the macro level by RD equation analysis,evolutionary phase diagram analysis and empirical analysis.Through the above research content discovery,highly organized and reasonable heterogeneity of public groups in the unit can better promote the public participation,extensive and substantial,break through the dilemma of collective action.Cost,benefit and other related effects on the macro level is the deep reason to change the stakeholder behavior.These findings provide a theoretical basis for specific incentives,inspiring and policy recommendations to promote public participation in a broader,more substantive and comprehensive direction at the micro level and macro level.
