Study On Incentive Optimization Of Public Participation In River Chief System Governance

The report of the 20th National Congress of the Communist Party of China pointed out that we should increase the investment in environmental pollution control,comprehensively coordinate the development of water resources,water environment protection and water ecological management,and resolutely protect the ecological environment that people depend on for survival.At present,the ecological problems in China’s waters show the characteristics of expanding the scope of influence,expanding the scope of coverage and becoming more and more hidden.As a result,the local government departments,as the main body of river chief system governance,are relatively short of human and material resources in management.An endless stream of water environment problems have seriously infringed on the rights of people at the bottom.More and more non-public officials,such as entrepreneurs,students and workers,have realized the importance of public participation in river chief system governance,and citizens’ demand for participation in government governance has become increasingly strong.Although relevant government departments have formulated corresponding incentive measures for the public to participate in the river chief system governance,there are still realistic difficulties in this work.Therefore,it is very important to find out the incentive problems and reasons of public participation in river chief system governance,and put forward corresponding incentive optimization countermeasures.Based on the theory of citizen environmental rights,public participation theory and incentive theory,this study takes the public participation incentive in river chief system governance as the research object,uses literature collection method,case study method and field investigation method to collect data,makes an in-depth analysis of the current situation of public participation incentive in river chief system governance,and finds out the existing problems of public participation incentive in river chief system governance.They are backward legal system construction,insufficient material and honor rewards,small scope of participation,narrow channels of participation,low enthusiasm of public participation,formalization of public participation and so on.The reasons for the above problems include lack of institutional guarantee,incomplete reward content,incomplete participation in the whole process of completion,lack of participation methods provided by the government,lack of public awareness of participation,and low ability of public participation.From the perspective of incentive optimization,this study analyzes the problems and causes of public participation incentive in river chief system governance,draws on some advanced practices in domestic cities,and then puts forward countermeasures for public participation incentive optimization in river chief system governance.That is to improve the legal system,improve the content of rewards for public participation,establish the whole process of public participation,broaden the channels for public participation,strengthen publicity,education and guidance,and enhance the capacity of public participation.This study enriches the governance theory of river chief system and provides solutions to the practical problems in the process of public participation in river chief system governance.We will promote effective public participation in the governance of the river chief system,close loopholes in government supervision,and improve its effectiveness.
